Abstract
This dataset accompanies the article “Circular-Economy Representation in Kazakhstan’s Construction Standards: Text-Mining Analysis of Construction Norms and Rules (SNiP)”. CE_SNiP_dataset_v3.xlsx contains all 517 circular economy (CE) assignments proposed by LLM-assisted extraction (DeepSeek V3 series) from Russian-language SNiP documents, with the original Russian excerpts, clause or section references and review decisions. Human review against a revised 10R codebook retained 353 CE assignments from 119 of the 135 documents with candidate passages. Each assignment links one regulatory excerpt to one 10R strategy and records its textual modality and any explicitly stated compliance mechanism. The workbook also includes the 169-entry source inventory, the codebook and coding rules, the material-screening rules, a data dictionary, inter-coder reliability results for a 50-excerpt sample, and summary tables for the modality, material and document-coverage results. The data describe a documented sample of SNiP documents collected up to 20 March 2025, not a complete inventory of regulations in force. This version also contains the analysis notebook (CE_SNiP_analysis.ipynb), which recomputes all counts from the workbook and reproduces the published figures and tables, together with the outputs of the run used for the article (figures, CSV source tables, validation checks, package versions and model revisions), the original extraction prompt and a README describing the files.
